Locked RUBY is the only thing that decides anything here: which gems receive emissions, what each one is capped at, and whether a module may be replaced. Two governors, two timelocks, and a guardian that can stop but never move.

A parameter change takes about eight days end to end. An upgrade takes fifteen, and there is no path that makes it shorter.
Assay Office
The guardian. It exists to stop things, not to do them.
Can cancel a queued operation · pause minting and burning · halt a gem whose basket has stopped pricing.
Cannot propose · execute · unpause · move funds · change a weight.
Until the modules are deployed these numbers come from a preview model: deterministic, the same for everyone in the same week, and never presented as a contract read. No address is shown for a contract that does not exist.
